Prop HH and TABOR Panel Discussion
We are excited to invite you to the Southern Colorado Women's Chamber of Commerce's Proposition HH and TABOR Panel Discussion! This educational panel will bring together City and County officials, as well as leaders from State-wide organizations, to provide members with an impact-based perspective on the upcoming ballot measure. The event will focus on the impacts Proposition HH will have on revenue, the legal issues associated with the initiative, and the implications for the City's TABOR policies.
The October 19 panel discussion will provide factual, nonpartisan information on Proposition HH, to include information on the amount of property tax relief versus the reduction in TABOR refunds. Panel members will also explain how much of the state's withholding TABOR refunds will go to property tax relief and how the rest of the money will be spent.

Dee P. Wisor
Butler Snow Law Firm (expert on TABOR law)
Dee Wisor represents governmental entities and other participants in public finance transactions and economic development matters. In particular, he advises governments on compliance with the Taxpayer’s Bill of Rights ("TABOR") and has written and spoken frequently on TABOR matters. He has been an expert witness in TABOR litigation.
He is a partner with the firm Butler Snow LLP and is a member of the Public Finance Group.
Dee has been recognized by The Best Lawyers in America® since 2007 and is a Fellow of the American College of Bond Counsel. He served on the Board of Directors of the National Association of Bond Lawyers for nine years including a one-year term as the President.
He received his B.A. from Dickinson College and his J.D. from the University of Denver and is admitted to the State Bar of Colorado.
Mark Flutcher

Mark Flutcher is a graduate of the University of Colorado at Colorado Springs. He is a licensed Certified General Appraiser and has served in the Assessor’s Office since 1995. After working in the Residential, Land, and Commercial sections, Mark served as Chief Appraiser and Deputy Assessor prior to being elected Assessor. In addition, he is a member of the Legislative Committee for the Colorado Assessor’s Association. Mark is a Colorado Springs native who has witnessed first-hand the growth and change in the region.

City of Colorado Springs, Finance Director
Charae McDaniel, City Chief Financial Officer. Ms. McDaniel is a native of Colorado Springs and worked in the City Budget Office for 22 years, the last 4 years as the City Budget Manager. Ms. McDaniel was hired into the Chief Financial Officer position in September 2017. Ms. McDaniel holds a BA degree in economics and an MA degree in public administration.
The event will take place on October 19th at 5:30 p.m. at Centennial Hall (200 S Cascade Ave, Colorado Springs, CO 80903).
